Centre: Volunteers for Democracy and Legal State" project supported by
US Department of State ICDO "Social Rehabilitation"(SR) held a
focussed workshop
"
Volunteering:
Resource for Building Civil Society in Russia".
The project goal is to develop active standpoint among young people
and provide for effective legal protection for the region population.
SR encouraged law students from a number of city higher educational
institutions to participate in the project and provide legal advice to
NN citizens to draw up statements of claim, deliver written advice,
assist to face to face interviews to gain experience in practical work
and communication. Skills and knowledge obtained in the course of
Volunteer Legal Defense Centre will help future lawyers in their
careers.
Motivated students will also learn basics on community organisations
work and open up new opportunities, expand their professional
knowledge and communication capacity, build contacts with Russian and
international volunteer and legal protection movement participants,
prepare material for monthly legal bulletin.
Workshop"
Volunteering Resource for Building Civil Society in Russia" gathered
30 law students from Nizhny Novgorod State University after N.I.
Lobachevski, Nizhny Novgorod Academy of Water Transport, Nizhny
Novgorod Law Academy, Nizhny Novgorod Law College. The workshop
participants were encouraged take active provide part to Volunteer
legal Defense Centre and provide legal advice and assistance to
vulnerable groups, disabled and elderly persons.
SR made the project presentation and spoke on the project goals and
tasks, provided information on world volunteer movement history and
background, participated to training on disability awareness, by a
professional from local wheel chair community organisation INVATOUR.
SR
hope that workshop participants will give thought to their personal
contribution to building civil society and social problem solving
Russia.

AUTOMN BALL PARTY "RUSSIAN AUTOMN:
MOTHERLY SEASON"
«The
most precious thing on earth is human relationship».
You cannot but agree to a French classic Antoine De St-Exupery.
That is why we, young disabled activists created two years ago on SR
basis a youth club and called it "From heart to heart". Now the club
counts over 40 participants, some of them are disabled, some not, but
all of them want to bring some light and good feeling into their
everyday life.
Young but very active, the club organised a number of bright and
unforgettable events. For example, we invited a local bard, poet and
singer Olga Ermachenko for one of the club parties, organised a new
year party and an outing to the ancient Marariev monastery among
others. One of the most popular club events was "Miss and Mister 2002"
beauty contest, known even outside NN region. All club events gathered
interested participants, wheel chairs and brought good feelings of joy
and friendship to many disabled youth.
Our next event, held in October, 25 on NN Regional Rehabilitation
Centre we called " Autumn: Motherly Season", because Russian autumn is
harvesting time, time for berries and mushrooms in the woods.
And our participants did their best to lay the tables with autumn
fruit, everything they could cook.

again on the season, as autumn is traditionally called
the poets` time, no wonder many Russian classics wrote and we even
have a saying "Boldino autumn" after Boldino village- country
residence of Alexander Pushkin, Russian world known poet. And we did
invite Nizhny Novgorod poets this time to read their verses. Some of
our participants also had a good opportunity to share their poetic
gift.
And, autumn is also traditionally wedding time in Russia, and there is
no wedding with no songs, dancing and witty rhymes. We invited young
artists from youth club from "Etna" Culture Palace to sing us heart
and soul popular folk songs.
Our activists: Michael Philippov, Natalia Bykova, Olga Antonova were
up to the public expectations and " From heart to heart" are all happy
that our effort and good will was not in vain. "We hope, the ball
party was the source for joy and cordiality for our participants, who,
alas, have so rare opportunities to get together".

"Networking
for sustainability: Disability NGOs in Nizhny Novgorod" supported by
DFID UK, CAF-Russia ICDO" Social Rehabilitation" and
ADEPT
Community Development Agency,
UK held a workshop
for city and regional l employers on disability employment and
professional integration.
The goal for the workshop was study alternative solutions and provide
for supplementary resource to integration and mainstreaming for
disabled job seekers of working age in Nizhny Novgorod City and region.
ICDO "Social Rehabilitation" from the part of
disability
communities initiated to gather in one and the same place
representatives from businesses, local and regional authorities and
disability communities and raise public awareness of the existing
barriers to disability employment and integration.
SR delivered analysis of the information feedback on questionnaire,
carried out with the network support among over 30 enterprises in the
city of Nizhny Novgorod, district towns of Balakhna, Kstovo and
Arzamas. The questionnaire aimed to assess the level of disability
awareness and understanding of common action on most pressing issues
among local employers. The feedback demonstrated that there is a role
for information campaign and education activities in the field.
This workshop is the first step forward to understanding and
disability awareness, on the way to social and civil responsibility.
The main workshop goal, as determined by the initiating organisations
are to share best practices of disability employment on city
enterprises and open dialogue with city and regional authorities,
define role for community organisations.
Workshop participants - employers, persons with disabilities, and
disability communities were offered an opportunity to ask questions to
legislative and executive bodies, estimate administrative resource in
disposal for problem solving in the field and their own capacity in
the field.
We hope to have further discussion in the frame of cross sector
interaction.

ICDO "Social Rehabilitation and ADEPT Community
Development Agency, UK held a two-day workshop under Russia-UK
partnership project "Networking for sustainability: Disability NGOs in
Nizhny Novgorod", best practice exchange was interesting for all
Workshop participants - disability communities and
invited representatives from city and region authorities found it
interesting to learn about UK government programmes underway on
disability professional integration and mainstreaming.
SR and the network have undertaken to build dialogue with the
Department for public relations, confessions and cross regional
relationship and regional department of Federal Employment Agency.
Communities set up discussion on effective interaction and
strengthened partnership with administrative structures, development
legislative initiatives to motivate businesses in employment and
saving placements for disabled workers. The network raised the issue
of community involvement and participation to research and
contribution to focussed programme development to introduce positive
changes into local situation, in particular work with public attitude
through interaction with media, who often do not give enough attention
to social issues.
Drawing workshop results we would like to refer to the notes of our
colleagues from a year old disability community VASILISA, town of
Balakhna. Parents of disabled children to provide support to their
offspring founded the organization. Non professional community
workers, they recognized the key idea: NGOs are non prepared to speak
the same with local authorities, too deep is the gap between them and
administration work too large scale to make immediate notice of a
start up grass root organisation.
Communities have to prove themselves and build trust and confidence,
in all aspects, included financially.
It is not only important to give their voice
occasionally, but fully and regularly report on their work to those
who manage the local state and only then NGOs may be allowed support
and understanding, offered real partnership on focussed programmes.
Roger Smith, UK consultant on cross sector relations, General Manager
of ADEPT Community Development Agency introduced the idea when asking
community participants: whether they regularly make reports on their
activities? whether they equally report to local authorities and how
different representation will be representation for the organisation
board and administrative structures?
Confidence leaves to be deserved and when reporting one has to be up
to responsibility. It is, after all, not the authority, who needs
communities reporting, being a big professional machine;
administrations are often skeptic about minor and in part, incoherent
community actions. Reporting is, in fact, an instrument in the
community may dispose of, an effective and representative tool for
presentation, proficient and clear report may be used for any
strategic purposes. Partner search, community relationship,
professional work and fundraising, expanded membership, building
reputation and confidence with community counterparts- in every domain
professional report will serve communities in good stead.
As to the administrative bodies, the cause for misunderstanding is
obvious: the voluntary sector will not be viewed as perspective
partner until they make a step up from dependency to a new quality
level and prove their value and good will for positive changes.касается

докажут, что могут и хотят работать, ответственно подходят к работе и

June 25-26, 2002 ICDO "Social Rehabilitation" and Sue Webb, consultant
and director of ADEPT Community Development Agency under Russia-UK
held a focussed workshop
"Theory
and Practice of
Community Networking"
for disability communities networking in Nizhny Novgorod region.
Today Nizhny Novgorod region counts over 165 registered
disability community organisations, which are often unaware of each
other and thus lose in their work. Russian voluntary sector is still
young and needs capacity building and information support, active
interaction between partner counterparts, working in the same field on
social issues and sharing common goals. Young communities are
particularly in need for support, consultancy and access to best
practice and information to challenging situations. It is thus of
great importance to find out community mechanisms.
In the project course, local disability communities identified common
goals and tasks and tried to draw solutions for experience exchange
and wider interaction initiated an open disability community network.
Sue Webb, British consultant on networks shared world best practice on
community networking and offered participants a role-play to estimate
potential of Nizhny Novgorod communities for interaction on equal
terms. Disability network also discussed a number of pressing issues,
among which access to education and lobby on Disability Placements
Quoting Law, drew guidelines for common action and created a working
group to work with legislative bodies.
The workshop gathered representatives from most active disability
Nizhny communities, wheel chairs, and associations of parents of
disabled children, charities and representatives from local
administration.
